I’m pretty sure that Blizzard doesn’t IP band because if they did, then what happens when the person moves out and a new person moves in? Does that mean the new person can’t play on battle.net? Or what about IP that are public access, such as a library or a university? If Blizzard IP ban those addresses, then a lot of people won’t be able to play on Blizzard.
When Blizzard makes an announcement about bans, it only mentions accounts or CD-keys, but it never mentions about banning IP addresses.

It is possible but I do believe only the account caught using it gets banned.
They do use the IP. So there is a chance.
